The following video has been posted by Rodolfo Zepeda overlooking Rosarito Beach, Mexico on 12 December 2020. The grainy video apparently shows several bright lights in the sky over the ocean which eventually fade away.
Analysis
We cannot see the horizon and although the lights look like they are in the sky it is also possible they are actually on the ocean, and the lights could be from fishing boats.
Update - The boat theory was presented to Rodolfo - his reply "That is right next to the coastline but they'd be smaller lights and much
lower. I will post a video today of a time this happened and my dog was
freaking out"
